译文：选用贤良之人,提拔忠厚恭谨之人,提倡孝顺父母,敬爱兄长,收养孤儿寡母,资助贫穷的人,像这样,百姓就服从统治了。百姓服从统治,然后君王的统治地位才能稳固。古书上说：“君王好比船；百姓好比水。水能浮起船,也能掀翻船。”说的就是这个道理。
